Recently, the e-commerce platform of the State Grid Company released the bidding and procurement of the second power transformation equipment (including cable) of the power transmission and transformation project of the State Grid Company Limited in 2020. The bidding number is: 0711-20OTL042, It involves transformers, reactors, transformers, arresters and pillar insulators, capacitors, arc suppression coils, combined electrical appliances, circuit breakers, isolation switches, switchgear, relay protection and substation computer monitoring systems, communication equipment integration services and new communication network equipment, cables and accessories, composite shielding closed insulated bus bars, network security monitoring devices and other materials.

In order to win the novel coronavirus epidemic prevention and control war and fully support all kinds of production enterprises to resume work and production, the State Grid Co., Ltd. is now issuing the bidding and procurement tender documents for the second power transmission and transformation equipment (including cables) in 2020, inviting all bidders to effectively implement various prevention and control measures according to the overall requirements of local virus prevention and control work. Advanced means such as telecommuting have been adopted to prevent the accumulation of people and curb the spread of the epidemic. State Grid Co., Ltd. will use advanced technical means to provide support and services for bidders to bid remotely and participate in bid opening and other work. While doing a good job in virus prevention and control, it will contribute to ensuring a safe and reliable supply of electricity.

1. Bidding conditions

The project construction unit is the State Grid Company Limited or its affiliated units (hereinafter referred to as the "project unit"), the construction funds from the enterprise's own funds, the source of funds has been implemented, the tender is the State Grid Company Limited, and entrusted the State Grid Materials Co., Ltd. as the bidding agency. The project has met the bidding conditions, and the project is now subject to bidding.

This project advocates potential bidders to adopt technological innovation process, use energy-saving and environmental protection materials, lead product quality improvement with advanced standards, effectively control outstanding quality problems, and promote the formation of "saving priority", "protection priority", high quality and high price procurement mechanism.

2. Project overview and bidding scope

The following table shows the bidding scope of the project under this batch, ending in 001-015. The bidding scope of this project is shown in the corresponding bidding number. See the cargo list for details.

Note 1: The categories of materials corresponding to any bid package submitted by the bidder shall be all qualified in the notice of pre-qualification results.

Note 2: For 220kV combined electrical appliances, if it is a busbar (section), main transformer, high voltage reactor circuit breaker, the bidder shall undertake to provide an effective type test report of three-phase mechanical linkage operation mode of circuit breakers in the submitted products before delivery.

Note 3: For 110kV combined electrical appliances with an interval of less than 1 meter and 220kV combined electrical appliances with an interval of less than or equal to 2 meters, the bidder shall submit supplementary documents that meet the corresponding interval size. Bidders who do not meet the corresponding requirements will not meet the requirements of the qualification conditions.

Note 4: For the SF6 porcelain pillar circuit breaker operating at [-35℃, -30℃] ambient temperature, the bidder shall provide the valid type test report of the circuit breaker product at 20℃ with rated inflation pressure not exceeding 0.5MPa. For the SF6 porcelain pillar circuit breaker operating at [-40℃, -35℃) ambient temperature, the bidder shall provide an effective type test report with the rated inflation pressure of the circuit breaker product at 20℃ not exceeding 0.4MPa. If the bidder fails to obtain the type test report meeting the above requirements, it shall undertake to submit the corresponding effective type test report before delivery in the bidding document.

Note 5: For the small size products of switchgear package 5, the bidder shall submit a supplementary type test report of the same specifications of the bid product. If the type test report of the same specifications of the bid product is not obtained, the bidder shall undertake to provide a valid type test report of the bid product before delivery in the bidding document.

3. Bidder qualification requirements

The following applies to prequalification:

3.1 This tender only accepts bids from qualified applicants in the prequalification bidding and procurement of 2019 transformer equipment (including cable) for the power transmission and transformation project of State Grid Co., LTD., and the prequalification (supplementary) of 2019 transformer equipment (cable) for the power transmission and transformation project of State Grid Co., LTD. The categories of materials corresponding to any bid package submitted by the bidder shall be all qualified in the notice of pre-qualification results. For the categories of materials corresponding to each bid package, see the "Project Overview and bidding Scope" in the bid invitation in this chapter.

3.2 The bidder and its bid products shall meet the following general qualification requirements:

(1) The legal representative or the person in charge of the unit is the same person or different units that have a holding and management relationship, and may not participate in the same tender or the same tender project that has not divided the tender package.

(2) According to the Rules for the Management of Bad Behavior of Suppliers of State Grid Co., LTD., the bidder has bad behavior that leads to suspension or cancellation of the bidding qualification, and within the processing validity period, shall not participate in the bidding of the corresponding project.

(3) According to the Notice on Joint Punishment of Persons subject to Enforcement for breach of Trust in Bidding Activities jointly issued by the Supreme People's Court, the National Development and Reform Commission, the National Railway Administration and other nine departments (Law [2016] No. 285), the bidder shall not have illegal and breach of trust. Shall not be included in the "blacklist" of Credit China website (www.creditchina.gov.cn).

(4) According to the Interim Regulations on the Publicity of Enterprise Information, the bidder shall not be included in the "abnormal business Directory" or the "List of seriously illegal and dishonest enterprises" by the administrative authority for industry and commerce in the national enterprise credit information publicity system. The bidder shall also provide in the business documents the query results of the National Enterprise Credit Information Publicity System (www.gsxt.gov.cn), including "Listed in the list of seriously illegal and dishonest enterprises (blacklist)" and "listed in the abnormal business directory information" (the query date shall be within 20 days before the bid deadline, The query result should be an electronic version of the PDF file automatically generated by the website). If the bidder fails to provide the enterprise credit information publicity report, or the report provided does not conform to the format and content stipulated in the bidding documents, or the report content is found to be opposed by the bid evaluation committee, Bidder "into business exception list information" and "serious illegal faithless enterprise list (blacklist) information" to the bid evaluation committee in national enterprise credit information publicity system (http://www.gsxt.gov.cn/index.html) the results of the query. If the bidder fails to provide or the enterprise credit information publicity report provided does not conform to the format and content stipulated in the bidding documents, the bid evaluation committee will make an adverse evaluation. Bidders providing false enterprise credit information publicity report, according to the false bid rejected, and according to the "State Grid Company Limited Supplier bad behavior Management Rules" to deal with the corresponding treatment.

(5) According to the National Development and Reform Commission and other ministries jointly issued "On the issuance of the Power Industry Serious illegal and dishonest market players and their related personnel to implement joint punishment Memorandum of Cooperation" (Development and reform operation [2017] No. 946) provisions, bidders shall not be identified by the government authorities serious illegal and dishonest behavior and included in the power industry "blacklist".

(6) The bidder shall not choose the products of the original outsourcing supplier or agent (integrated service) that is accepting the suspension or cancellation of the bidding qualification in the Notification on the Treatment of Bad Behavior of Suppliers of State Grid Co., LTD.; The products of the original manufacturer of outsourcing suppliers or agents (integrated services) that have been filed by judicial organs for suspected illegal acts listed in Article 53 of the Tendering and Bidding Law and Article 51 of the Implementing Regulations of the Tendering and Bidding Law shall not be selected.

(7) The bid products shall not be selected with the products of component material manufacturers whose product quality problems (connection, contact with mechanical electrical properties, support, closed insulation properties, and power electronic performance decline, aging, damage, loss) caused by equipment outage and maintenance during the defect liability period (two years from the date of equipment operation).

(8) Within the validity period of the pre-qualification results, if the bidder has major changes such as merger, division, bankruptcy, etc., it shall promptly inform the tenderer in writing. If the bidder no longer meets the qualification conditions stipulated in the pre-qualification documents and the bidding documents, or if his bid affects the fairness of the bidding, his bid shall be invalid.

(9) This bidding activity does not accept the tender of OEM and any subcontracting or subcontracting.

The following applies to post-qualification:

3.1 The bidder is required to be a legal person or other organization legally registered in the People's Republic of China, and must have the manufacturing/development capability of the corresponding goods, and have the supply capability corresponding to the bidding project.

3.2 Joint bid is not accepted in this tender.

3.3 The tender of agents is not accepted.

3.4 When accepting the bidding of agents/integrators/outsourced purchasing products, the original manufacturer of the bidding products/outsourced purchasing products must have the manufacturing capacity of the corresponding goods in China, and have the ability to guarantee the delivery on time and undertake the bidding projects in terms of personnel, equipment and funds. Unless otherwise specified, these qualifications, qualifications and performance are the rights and interests of the bidder or its agent/integrated/outsourced product manufacturer.

3.5 The bidder and its bid products shall meet the following general qualification requirements:

(1) Must have the production site, production equipment, production personnel, product and component testing capabilities required for the production of bid products. These manufacturing and testing capabilities should be equivalent to or better than the manufacturing and testing equipment capabilities proposed in the "2019 Edition of Supplier Qualification Capability Verification Standards" (publicly released on the e-commerce platform of State Grid Co., LTD.).

This bidding activity does not accept the tender of OEM and any subcontracting or subcontracting.

(2) Obtain the effective test report of the product issued by an international authority or a national professional inspection and testing institution (the test report issued by an international professional authority shall provide the Chinese version or a notarized Chinese translation), And the test report test items, result data, test validity period meet the requirements of the latest national or industry standards of the corresponding products and the technical specifications of this tender. All kinds of test reports are test reports for specific type specifications of products.

If the state and the industry have issued the corresponding product standards, the bidder shall obtain the type test report issued by the national authoritative inspection and testing institution; If the state and the industry have not yet issued the corresponding product standards, the bidder shall obtain the inspection and testing report issued by the national authoritative inspection and testing institution according to the enterprise standards of the State Grid Co., LTD.

(3) Outsourced raw materials, supporting components, outsourced processing and imported bulk components shall meet the requirements of this bidding technical specification. If the state and the industry have issued the corresponding product standards, the bidder shall obtain the type test report issued by the national authoritative inspection and testing institution; If the state and the industry have not yet issued the corresponding product standards, the bidder shall obtain the inspection and testing report issued by the national authoritative inspection and testing institution according to the enterprise standards of the State Grid Co., LTD. The bidder shall have the inspection system, testing means and ability required for the acceptance of outsourced raw materials, supporting components, outsourced processed parts and imported bulk parts, and the inspection certificate provided by the supplier of materials, components and parts. Raw material group component management should be traceable.

(4) Obtain valid licenses stipulated by national laws, regulations, departmental rules and standards. Obtain valid certification as required by the bidding documents.

(5) should have a good financial position and business credit.

(11) If the bidder provides the Qualification Verification Certificate of State Grid Company Limited's Centralized Scale Bidding Procurement Supplier (referred to as the Verification Certificate) in the bidding documents, it shall ensure that the data provided is true and reliable. The bidder shall submit the valid Verification Certificate which has been downloaded from the information system of the bidding and bidding trading platform of the tenderer. The format and content are not allowed to be edited or modified. Any unauthorized modification of the data in the Verification Certificate shall be rejected as a false bid. The Letter of Certification of the Results of Qualification Verification of Suppliers of Centralized bidding activities of State Grid Co., LTD. (referred to as the "Certification Letter") is not applicable to this project, and only applies to the inventory bidding agreement of 10 kV and below distribution (agricultural) network project.

(12) The bidder shall not choose the products of the original outsourcing supplier or agent (integrated service) that is accepting the suspension or cancellation of the bidding qualification in the Notification on the Treatment of Bad Behavior of Suppliers of State Grid Co., LTD.; The products of the original manufacturer of outsourcing suppliers or agents (integrated services) that have been filed by judicial organs for suspected illegal acts listed in Article 53 of the Tendering and Bidding Law and Article 51 of the Implementing Regulations of the Tendering and Bidding Law shall not be selected.

(13) The bid products shall not be selected with component material manufacturers whose product quality problems (connection, contact with mechanical electrical properties, support, sealing insulation properties, and power electronic properties decline, aging, damage, loss) during the defect liability period (two years from the date of equipment operation) lead to equipment outage and maintenance.
